Social participation and labour market access for people with tolerated stay status in Innsbruck
THE CHALLENGE
People with tolerated stay status (Duldung) live in legal and social uncertainty: their residence is unlawful, yet deportation is factually or legally impossible. Without regular labour market access, a fragmented advisory landscape and unclear institutional responsibilities create a vicious cycle of hopelessness, addiction and criminal offending.
OUTCOMES
Two semi-moderated focus groups with stakeholders from social work, law, hospitality and public administration produced a stepped integration model: legal status clearing, differentiation by employability, low-threshold work with daily structure, and connection to addiction support and subsidised employment. Additional outputs include an information website for employers, a service map of existing support structures, and targeted BFA enquiry guidance. The AMPAG legislation (June 2026) has since further restricted labour market access for tolerated persons, reinforcing the importance of low-threshold approaches.
Partner Statement:The "Project Team Duldung" analyzed the problem areas in the support and counseling of people with toleration status and developed research questions from this themselves, in order to organize two rounds of expert discussions. In doing so, experts from the social, legal, economic, and municipal/urban fields came together. Furthermore, the team founded a website with easily accessible basic information that can be of particular importance especially for up-and-coming and relevantly working professionals.
